The Kremlin’s remarks came as Kyiv argues Russia is choosing strikes on energy sites and infrastructure instead of negotiations. In Russia’s Far East, an explosion in a closed military town killed one officer, and investigators are trying to establish whether the intended target was Lt. Col. Azatbek Omurbekov, who has been linked to the 2022 occupation of Bucha.
